VARANASI: The sanctioned posts in police force were increased in the state in 2008. However, senior officers are still struggling to fill all previously sanctioned posts (2008).
When TOI tried to take stock of police records in view of the recent transfers of policemen, surprising facts surfaced. Records revealed that before 2008, as many as 2,306 posts of constables were sanctioned in the civil police in Varanasi district.
In 2008, the state government sanctioned 6,104 posts of constables for Varanasi district. Against these sanctioned positions (before 2008), 2,456 constables were available in the civil police before the process of transfer started. Records revealed that 1,478 constables had been transferred from the district against which 1,136 had to arrive here from other districts by April 14. It was a clear hint that after the end of transfer process, 3,990 positions of constables in civil police would remain vacant.
Before 2008, as many as 346 posts of head constables were sanctioned in civil police, against which only 157 head constables were available before the beginning of the transfer process. Out of them, 83 had been relieved, against which only 43 head constables have been transferred to Varanasi. In 2008, the sanctioned posts of head constable were increased to 1,173. These figures are sufficient to make it clear that 1,056 positions of head constables are going to remain vacant after the completion of the transfer process.
The sanctioned positions of sub-inspectors were also increased from 352 to 472 in 2008. Before the beginning of the transfer process, only 181 S-Is were available in the districts. Records show after the end of the transfer process, 286 positions of S-Is will remain vacant in the district. The sanctioned posts of inspectors were also increased in the district from 15 to 33 in 2008. However, only six inspectors were available in the district so far while, even after the completion of transfer process, 27 positions of inspectors would remain vacant.
The sanctioned posts of constables, head constables and sub-inspectors had not been increased in the armed police in 2008. But, after the end of the transfer process, the gap between availability of constables, head constables and S-Is in armed police is also going to increase massively. The crisis of strength is also visible in woman police as more than 50% of the sanctioned posts are lying vacant. Officials consider that the transfers had been done on the basis of the previously sanctioned positions of inspectors, S-Is, head constables and constables though all posts had not been filled.
All cops to join duty soon: DIG
Varanasi: According to DIG Lalji Shukla, about 60% of the total number of policemen who had to join here after transfer had already arrived. He said the remaining would also join in a couple of days after which the crisis of manpower in civil police would end.
The transfer lists of the policemen had been sent to all districts from range office on March 26. As per the government order, the policemen who were enjoying posting in their home or neighbouring districts, as well as those who had completed the time limit of posting in a district or range, were affected by the latest exercise. The compliance of the order started from March 27. The time limit for the posting of any constable in a range is 15 years while head constables could stay in a range for 10 years and S-I and inspector could be deployed in a range for maximum 12 years. The officials were expecting that cent percent joining of the transferred policemen would be ensured by April 14. However, this process has not been completed so far.
